With regard to the complicity of the high Cantonese authorities, the Governor agrees with Mr. Sharp that the Acting Viceroy Tak and the Chief of Police Li Ka Cheuk must at any rate have been fully cognizant of the circumstances attending the crime at the time when a certificate of merit was awarded to Chan Tai Oh, alias Chan Lam Tsai, one of Li Kwai 'Fan's gang and he suggests that pressure be put on the Chinese Government to dismiss them from the public service, and that compensation in $50,000 be paid by the Canton Government to the widow and family of Yeung Kui Wan.

I concur in this recommendation, and have accordingly to instruct you to act on it as far as the circumstances permit.
